Place the .BGL file in your Add-on Scenery folder.  
Load FSX, then go to settings---> scenery library (make sure Add on scenery is enabled)
Press ok, FSX should then start loading new scenery.
Start a Free Flight or Multiplayer game
Choose starting Airport as Scholes Intl at Galveston (Galveston Tx.)

THERE A FEW RIGS BETWEEN THESE 2 BUT I REALLY DIDNT FEEL LIKE 
TYPING MORE COORD.
